Carmen Padilla, Chief Operating Officer of El Concilio California, oversees all organizational operations working directly with the agency’s president and CEO, José R. Rodriguez, and is the intermediary between the board and all executive staff. Carmen came to El Concilio California in 2021 already with a wealth of experience in administration, management, fundraising, and marketing. During her short time with the agency, she has helped to bring in new operational systems commensurate with the agency’s recent rapid, sustained growth. The daughter of an immigrant and a first-generation college student, Carmen is passionate about working with diverse communities and providing connections for families to resources.
Carmen graduated from University of the Pacific in 2007 with a bachelor's degree in Business Administration and received her master's in Health, Exercise & Sport Sciences in 2015. Born in San Jose, Padilla has lived in the Central Valley for almost 20 years. She resides in Stockton with her husband and three children.
